December 1Gateway Determination -35, 2014:   NSW Department of Planning and Environment wrote to Kogarah City Council, in response to their request of August 12, 2014 for a Gateway determination for their planning proposal for various precincts of Kogarah.

Mr Marcus Ray, Acting Deputy Secretary Planning Services wrote: “As delegate for the Minister for Planning, I have determined that the planning proposal should proceed, subject to the condition in the attached Gateway determination.  … The amending Local Environmental Plan (LEP) must be finalised within 18 months of the week following the date of the Gateway determination. Council should aim to commence the exhibition of the planing proposal as soon as possible. …  the Minister may take action under section 54 (2) (d) of the Act is the time frames outlined in this determination are not met.” To read the determination and this full letter, click here.


Dept Planning 1 December 2014 copyDecember 1, 2014: NSW Department of Planning & Environment replied to The United Kogarah City Residents Association’s letter of October 23, 2014.

In the response from Mr Andrew Jackson, Executive Director, Regions, Planning Services: “I note the concerns raised by the Association regarding the proposed rezoning and development controls, and the potential environmental, infrastructure and traffic impacts arising from increased density. I also note your concerns regarding the level of community consultation undertaken by Kogarah Council. The Department is currently considering the merits of the planning proposal to determine whether it should proceed. The issues you have raised will be considered as part of the assessment.”


kogarah.org MEETING FLIER v2November 16, 2014: Kogarah’s united residents groups invited the community to a meeting at Jubilee Oval, to share concerns and provide residents with their first look at Kogarah Council’s maps of proposed rezoning to their homes. 141022October 23, 2014: The United Kogarah City Residents Association, a new, united conglomerate of Kogarah’s progress associations and resident groups, wrote to the Minister for planning also.

Extract: “…the New Association hereby requests that the proposed changes by Council should not be allowed to pass through the Gateway approval process prior to the above-mentioned concerns being properly addressed and discussed with the local community.”

October 1, 2014: Kogarah Bay Progress Association Inc. resolved to write to the Minister for Planning and Environment, The Hon Pru Goward MP.

Extract: “Our concern is that the housing strategy 2031 recently announced by Kogarah Council has the potential to increase the number of dwellings by 100% (22,00) rather than the 33% (7,400) target set by your Department. By any standard, the proposed changes are excessive and ill-conceived.”
