Kogarah Council’s strategy to get a vote on New City Plan

Kogarah Council proposes to divide the contentious New City Plan into two geographic areas so there are enough eligible councillors to vote.

The strategy was attacked as “a desperate measure” by the peak residents group, and an environmental lawyer said, “if they go down this path, I will go take them to court”.

An extraordinary council meeting has been called for April 4 to consider a report by council officers on feedback from residents to the New City Plan.

Residents groups believe a vote could take place as early as that night.

Under recently amended laws, councillors would be barred from voting if they have pecuniary interests other than their home in the affected area.

The council discovered so many councillors would have to refrain from voting on the overall plan there would not be a quorum.

Kogarah Council has released its report on the New City Plan ahead of an extraordinary council meeting on Monday, April 4.

Since the new city plan was given the go-ahead by the state government in late 2014 sections of the community have been up in arms, fearing that Kogarah will be over-developed and lose its character.

Following the public exhibition period from March to May last year the council received 1879 submissions comprising: 1095 proforma objections from 400 households; 375 individual letters of objection from 292 households; and 330 individual letters of support from 258 households.

The majority were concerned about residential zoning changes and density and height-of-building increases.

Late on Monday Kogarah Council released a report on the plan outlining its recommendations ahead of a council vote on April 4.

Despite strong resident opposition only minor changes were made.

Update: Extraordinary Council Meeting on Monday 4 April 2016

An Extraordinary Council Meeting is to be held on Monday 4 April 2016 at the Venus Reception Centre, 20 Belgrave Street, Kogarah, commencing at 7.00pm to consider the New City Plan.

Council officers have prepared a report that reviews all the issues that have been raised in submissions regarding the New City Plan, including those matters raised at the Public Forum held on 31 August 2015, and includes a final summation by officers on all aspects of the exhibited planning proposal. That report and supporting documents will be available from 5.00pm Monday 21 March 2016 at:

  • Council’s web site – www.kogarah.nsw.gov.au (external link), or
  • Kogarah City Council Customer Service Centre
    2 Belgrave Street, Kogarah between 8:30am to 5:00pm, Monday to Friday.

Should you wish to address Council at this meeting it is essential that you register your intention to speak by 4:00pm on Thursday 31 March 2016 by phoning the Customer Service Centre on 9330 9400.

If you previously addressed Council on this matter at the Public Forum held on 31 August 2015 any further comments should be restricted to issues not raised at that Forum.

If you do register to speak please confirm your attendance prior to the commencement of the meeting with the officer at the front desk from 6.15pm.
