UPDATE: 17 December 2014

The Department of Planning and Environment has issued a gateway determination for the planning proposal for the new city plan to proceed.

No changes to the draft planning proposal were required by The Department.

A report will be presented to the Council meeting in early 2015 seeking guidance on the public exhibition of the planning proposal.

Update: 22 September 2014

Council resolved at its meeting on 28 July 2014 to incorporate the recommendations and amendments contained in the Council report into a draft Planning Proposal. This has been submitted to the Department of Planning and Environment for consideration and review to undertake formal exhibition.

If endorsed by the Minister for Planning, the draft will be returned to Council and extensively exhibited. There will be a range of opportunities for the community to provide feedback on the draft plan during the Public Exhibition period. Notification of the Public Exhibition of the draft Planning Proposal will be advertised in the local media and on Council’s website, and detailed information will be available at Council’s Customer Service Centre, libraries, child care centres and on Council’s website. A special edition of Kogarahlife will also be delivered to all households across the City of Kogarah.

‘Council considers draft Plan to meet future housing needs’

Council resolved, at its meeting on the 28 July 2014, to prepare a Planning Proposal which amends Kogarah Local Environmental Plan (LEP) 2012. The proposed amendments have been prepared as options for additional housing opportunities across the City to meet the future needs of our community. The Planning Proposal will be submitted to the NSW State Government for their consideration and review and, if endorsed, will be returned to Council. Council will then publicly exhibit the proposed changes to the community and seek feedback.

The State Government has overall responsibility for ensuring that the housing needs of our communities are satisfied and, through the Sydney Metropolitan Strategy, have set housing targets for councils to achieve. The draft Planning Proposal seeks to facilitate positive housing outcomes across the City of Kogarah in line with State Government requirements and suited to the needs of the current population and future generations.

The Mayor of the City of Kogarah, Councillor Stephen Agius said ‘Council’s Community Strategic Plan identified the need to provide diverse, sustainable, adaptable and affordable housing options. Our goal is to take a strategic approach to housing to ensure that there is a sufficient supply of housing types to meet the needs of our community over the next 20 years.’

If endorsed by the State Government, the exhibited Planning Proposal will be accompanied by a range of strategies and review documents that provide background information to the proposed changes. These include a Housing Strategy, an Open Space Review and an Employment Lands and Economic Development Strategy.

‘Community consultation is an integral component in planning for the future of our City and there will be opportunities to provide feedback in a range of ways’ said the Mayor. ‘Details of the proposed changes will be available on Council’s website, at the Customer Service Centre, Libraries and Childcare Centres, and people will be able to make submissions in writing or on-line. We will also be delivering a special edition of Kogarahlife to all households across the City to ensure all in our community have an opportunity to provide feedback on the proposed changes.’
